The force qualifier updates for eclipse-platform/eclipse.platform.releng.aggregator#3927 changed org.eclipse.ui.views and org.eclipse.ui.browser relative to the 4.40 baseline, so their service versions must be incremented.

The force qualifier updates for eclipse-platform/eclipse.platform.releng.aggregator#3927 changed org.eclipse.ui.views and org.eclipse.ui.browser relative to the 4.40 baseline without a service version increment, so every PR build currently fails the baseline comparator with "Only qualifier changed" for org.eclipse.ui.views. This bumps org.eclipse.ui.views to 3.13.200 and org.eclipse.ui.browser to 3.9.200 for the 4.41 stream.
