[Backport wrynose] wifi-connect: Remove unmaintained recipe#129

Drop the wifi-connect recipe and its recipe-local files. The project is no longer maintained, so keeping it in the layer leaves stale Rust crate metadata, patches, service files, and runtime dependencies with no supported upgrade path.
