Made the "sign in to make item public" modal friendlier with MakePublicGateModal. Made significant wiring changes to make VoterPositionEntryAndDisplay work in all cases. Turned off features that aren't ready. Improve how we message when showing a ballot without any data. Prevent heart from appearing to be selected upon Choose / Oppose in HeartFavoriteToggleBase.#4825
