This pull request removes several end-of-life OpenStack releases (Victoria, Wallaby, and Xena) from the global default releases and various repository-specific ignore lists. A critical issue was identified in the kayobe repository configuration where the removal of the ignored_releases key resulted in invalid YAML syntax, as a list item for '2026.1' was left without its parent key.

Removing the ignored_releases key while leaving the "2026.1" entry below it results in an invalid YAML structure for the kayobe repository configuration. The ignored_releases key must be preserved to contain the remaining release.

These branches are EOL upstream and on EOL they remove the branch and leave $release-eol tag - which is unchanged - no syncing needed.
