Builds from https://github.com/tzarc/qmk_toolbox/actions/runs/28834995985 are confirmed capable of flashing STM32 devices, at least. Will try a few others at some point but seems like the signed binaries work fine. |

Atmel DFU and USBasp work fine too. No caterina boards to test with, unfortunately. |

Description
Adds signing workflow for macOS. Uses a new
release-signingenvironment, with my personal Apple developer account, which requires my signoff to actually execute; this will only trigger on releases ormasterpushes.Types of Changes
