The storage-engine tests were disabled because they hung in CI. Add them back with a timeout wrapper to prevent indefinite hangs.
These are pre-existing formatting issues that cause zig fmt --check to fail in CI.
The codebase uses std.process.Init and std.atomic.Mutex which are not available in Zig 0.15.2

Re-enable storage-engine tests in CI with a 10-minute timeout wrapper to prevent indefinite hangs.
The tests were previously disabled because they hung in CI. This adds them back with proper timeout protection.
