Add SysAbi ExportName name2nid check script

Summary

• Add scripts/check_sysabi_aerolib.py to verify that each SysAbiExport ExportName hashes to its Nid using the same name2nid algorithm as Aerolib generation.
• On tip, default and --strict both exit 0: NIDs missing from aerolib.bin are skipped; two historic misbindings are allowlisted with reasons.
• Align rbknaUjpqWo ExportName to sceNpGetAccountIdA (Nid and handler unchanged).

Notes

• No CI workflow wiring in this PR; can add a job later if desired.
• Allowlist: KMcEa+rHsIo (MapMemory stub bound to an AvPlayer NID), WV1GwM32NgY (WebApi2 init alias); proper API rewrites deferred.
