MG-282: Improvements to openshift/mustgather toolset

Tweaks and improvements to openshift/mustgather toolset as discussed in original implementation, #159 (comment).

The primary goal here is to make the toolset as much stateless as possible.

• Currently, the toolset requires the agent to call mustgather_use tool to start loading and parsing any particular must-gather archive directory
  • But the desired stateless behaviour is to make the loader lazy and every tool call should contain path to the must-gather archive to avoid the need for the mustgather_use tool (which agents often forget and limits our MCP server toolset to behave statelessly as we scale)
