🎯 What: Extract inline intent signature verification logic into a new IIntentSignatureVerifier interface and DummyIntentSignatureVerifier implementation.
💡 Why: This improves maintainability and testability by decoupling the signature verification logic from the core intent handling flow. It allows for easier replacement with a real cryptographic verifier in the future without modifying the client logic.
