Bumps the mise-managed Turborepo CLI (npm:turbo) from 2.6.3 to 2.9.16 in .config/mise/config.toml, so local dev and mise tasks that invoke turbo (e.g. lint/fix/doc wrappers) use the newer binary.

This is a Renovate tooling-only change; no application source or turbo.json config is modified in the diff. The upstream 2.9.x line includes security hardening, cache/prune fixes, and auth/process behavior changes compared to 2.6.x—worth a quick smoke run of common turbo tasks after merge.
