Validate policy pressure handoff alignment

Summary

• require AIGuard EdgeEnv handoff alignment artifacts to preserve policy-pressure summary run IDs
• update runtime intelligence chain fixtures and CI artifact tests for the new alignment fields
• document the Lab gate expectation for policy-pressure run-id traceability
