Add scheduler fairness runtime intelligence marker

Summary

• surface AIGuard scheduler fairness evidence in the Lab Runtime Intelligence risk rows
• require the scheduler fairness evidence type and report marker in Runtime Intelligence bundle/artifact/CI gates
• update Runtime Intelligence example handoff manifests and portfolio docs to preserve the Lab-owned decision boundary
