What does this change?

Bumps @guardian/libs in dotcom-rendering's package.json.

Why?

Commercial needs CMP to recognise intentIQ as a new TCFv2 vendor. DCR must be aware of the new vendor ID and resolve its consent state before commercial code can read it.
