impl: created odbc client with modes for running queries and catalog apis

Verification was done through this setup:

The queries were run in different modes:

• Basic Query for testing connection:

./tools/client/run.sh --driver_zip /tmp/driver.zip --conn_str "DSN=ODBCTestsDSN" --cmd query --query "SELECT 1 as col1, 'hello' as col2"

• Listing projects:

./tools/client/run.sh --driver_zip /tmp/driver.zip --conn_str "DSN=ODBCTestsDSN" --cmd projects

• Listing datasets:

./tools/client/run.sh --driver_zip /tmp/driver.zip --conn_str "DSN=ODBCTestsDSN" --cmd datasets

• Listing tables:

./tools/client/run.sh --driver_zip /tmp/driver.zip --conn_str "DSN=ODBCTestsDSN" --cmd tables --catalog "bigquery-devtools-drivers" --schema "DATATYPERANGETEST" --table "%"

• Measuring performance:
