Add Traditional Chinese as a third language option. Persist the Word Wrap setting. Fix Redo command behavior. Adjust localized dialog layouts and UI labels.

This PR adds Traditional Chinese (zh-TW) as a third language option while keeping the existing English and Japanese UI.
