0.2.1 doesn't exist when I check releases on https://github.com/cloudfoundry/cf-lookup-route/releases, so this is not downloadable at the moment

Description of the Change
Downgraded to 1.25 so that products that still have a baseline on Go 1.25 can support this plugin.
