Add a fern/ directory with fern.config.json, generators.yml declaring the php-sdk generator group (fernapi/fern-php-sdk), an OpenAPI spec under openapi/openapi.yml, and a README documenting the layout and usage.
Set the Specs workflow PHP version matrix to 8.1, 8.2, 8.3 and 8.4.

Adds a
