chore: Use workflows of https://github.com/cap-java/.github

• Use the resuable workflows of https://github.com/cap-java/.github
• Update cds services version to 4.9.0.
  • reduces issues found by Blackduck
  • unfortunately Blackduck still does not pass with this (see: http://github.com/lisajulia/cds-feature-console/actions/runs/26740018267/job/78801566048), as Spring Boot 3.5.13 (needs 3.5.14) and Spring Framework 6.2.17 (needs 6.2.18) still violate the security policy, but I've not added explicit overrides here, because:
    • both are transitive dependencies pulled in via cds-services-bom, not direct dependencies of this module
    • pining org.springframework.boot:* to 3.5.14 and org.springframework:* to 6.2.18 introduces compatibility issues
