P2 Badge Keep qsl.toml aligned with the QPK dependency pin

This updates the runtime dependency to de18c2e9d93bcfc2220148a99749447059a6f4c6, but qsl.toml still advertises [qsl.requires].quant_platform_kit = "2381aa4577e9fd6329053a73a1c888929170eaf3". Any QSL inventory or deployment tooling that reads qsl.toml rather than pyproject.toml/uv.lock will treat this repo as requiring the old QPK commit while installs use the new one, so the metadata should be bumped in the same change.
