Replace the hard-coded local FreeImage library path with the FreeImageRe submodule and build the codec against that target. Keep FreeImageRe external dependency downloads in the build tree and disable optional FreeImageRe backends that are not needed for this fallback build.
Update CodecFreeImage for FreeImageRe headers and native string types, and advertise only the formats enabled by the selected FreeImageRe configuration.
