Filter null APPDATA before selecting fallback
When running under PowerShell Core on Linux/macOS where APPDATA is unset, this expression still puts $null first and Select-Object -First 1 selects that value before $env:HOME, so Join-Path receives a null -Path and the script fails during parameter binding instead of using the fallback. Filter null/empty candidates before choosing the config root.
