PR created automatically by Jules for task 8217425038433909902 started by @GhostwheeI

Added support for root-level `server-settings.json` and `server-adminlist.json` in both `FactorioServerManager.ps1` and `example_batch.bat`. Updated logic dynamically includes these files in launch arguments and the settings editor. Also added professional polish updates to `README.md` and bumped versioning in `CHANGELOG.md` to `v1.1.0`. Included `verify_syntax.py` for sandbox test automation.
