@TonyDou, why do we need this? Note that subscription whitelisting is initiated by Saloni/me when customers approve whitelisting subscriptions in response to the welcome email that Saloni and I are sending.
Recommend removing this as Saloni/I will reach out to contextCache and Foundry RP owners to whitelist subscriptions.

Additionally we will share this repo link only after subscription has been whitelisted and feature enabled.

we don't need customer to know this feature is we are planning to register it before sharing this doc.

Customer can't register feature flag OpenAI.ContextCacheAllowed, it can only be registered by RP DRI
