Assume I have to create project (default), workbook default and data source default permissions as separate calls.

Created a dictionary item for the capabilities:
capability_wrkbk_viewer = {TSC.Permission.Capability.Read: TSC.Permission.Mode.Allow,
TSC.Permission.Capability.Filter: TSC.Permission.Mode.Allow,
TSC.Permission.Capability.ExportData: TSC.Permission.Mode.Allow,
TSC.Permission.Capability.ExportImage: TSC.Permission.Mode.Allow}

Attempt to create permissions
workbook_rule = [TSC.PermissionsRule(grantee=group_item,capabilities=capability_wrkbk_viewer)]
workbook_permission = server.projects.update_workbook_default_permissions(project_item,workbook_rule)

Returns error status 501 unsupported request default-permissions workbooks not supported

You can do this using server.projects.populate_permissions
