Recover purescript-bytestring

We have a bytestrings package, which is unfortunately pointing to a non-existing GitHub user, making it unpublishable and impossible to contribute to.
It is also only compatible with 0.13 only. Since I think it's an important package for the ecosystem, I am taking ownership of it, with the intention of modernising it and transfer it to core (or contrib) once it's in good shape.
