Add usage placement controls for the native chat explorations UI and render context usage in the selected chat/composer locations. Keep the usage display focused on the assistant timestamp footer and remove the exploration placement options from the PR surface. Hide the chat explorations launcher from Diagnostics and update the page contract test accordingly. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
