Candidate APIs for promotion version 11

Issue where is user is waiting on promotation of synchronous finalizers and basic environment enforcement nodejs/node-addon-api#1636

We discussed on today's Node-API meeting, and we want to verify that if nodejs/node#56432 is fixed on v20 and v22. Once it is done, we can start the promotion of node-api version 11.

We discussed in the 22 Aug Node-API meeting regarding APIs for promotion. Before promoting any basic env / finalizer changes, we should address nodejs/node#59583
