Allow the user to upload an Excel with more fluid formats. For example, the attached Excel does not work unless I rename the columns and delete the blank rows. Can we do something with the columns?

Should be possible to upload the Excel in the web UI at https://harmonydata.ac.uk/app
Expected Behaviour
Harmony should correctly identify the column containing the question text and ideally propagate the instrument name and notes column through the entire harmonisation process if possible
