Add support for maintenance mode at the web server

At the moment we only support application-level maintenance mode, i.e. using Drupal's offline mode via `drush`. Since we already have vhost handling so that feature branching on a single dev server can work, we can potentially extend that to allow developers to provide a HTML maintenance page as a Jinja template and use that page to replace the application during a build.
