Cannot install soldai-utils on python 2 or python3

When I'm trying to install soldai-utils on my virtualenv using python3.5.3 I receive the following error message:

ERROR: Could not find a version that satisfies the requirement soldai-utils (from versions: none)
ERROR: No matching distribution found for soldai-utils

I tried to install it using python2.7.12 and got the next message:

Cache entry deserialization failed, entry ignored
  Could not find a version that satisfies the requirement soldai-utils (from versions: )
No matching distribution found for soldai-utils

I'm using a linux environment

I'm using MX Linux
Kernel: Linux 4.19.0-5-amd64
