Endpoint to pull CVEs by day

Give the API an endpoint so we can ask for all CVEs discovered by NVIP on a given day, similar to NVD's API: https://nvd.nist.gov/developers/vulnerabilities. The date in question should be the created_date in the vulnerability table.
