To add:
All the mods are Neoforge based, minimal setup for the issue is
-ARLib
-badpackets
-DynamicDimension AR Edition
-Forgified Fabric API
-Advanced Rocketry 3

The FFApi does work with all the dependencies for AR3 but is incompatible with the mod itself, leading to the game getting stuck on the mods' shader processing during startup.
