Formatted text example does not work

Tried to implement something similar to the example:
%rel_relcon_viewer_tooltip.staff_{nl}&8&l&m                  {nl}&6&lJailed &8&l» &7{essentials_jailed}_ %
However it doesn't in practice. You have to replace the & with § for it to actually work
