Improvement proposal: Updated structure for Secure Coding Practices checklist

Hi team,
I noticed that the Secure Coding Practices Quick Reference Guide repository is archived, but the checklist content now lives in the DevGuide. I’ve prepared an improved version of the checklist with clearer structure, versioning, a short introduction, a table of contents, and section numbering. No checklist items were changed — only formatting and navigation improvements.

I’d like guidance on where this updated version should be integrated within the DevGuide.

Happy to open a PR once you confirm the correct location.

Yes — what I created is a modernized draft of the Secure Coding Practices checklist.
It’s not meant to replace anything automatically. I just tried to reorganize it in a clearer, updated way.
I understand that the DevGuide checklist is referenced by other projects, so I’m happy to follow your guidance on how this should be reviewed or integrated.
