behavior packs manifest generated with outdate server module and min_engine_version using custom workspace

Describe the bug
After generating a new project with keyyards custom workspace, in the manifest file of the behavior pack it has outdated server module version and outdated min_engine_version causing many new script feature like system.beforeEvents to not work.

To Reproduce
Steps to reproduce the behavior:

1. Generate a new project with the custom workspace
2. Check the manifest file in packs/BP/manifest.json

Expected behavior
Excepted to always use the latest version of modules and min_engine_version
