Update deposit, curation, and administration guidelines

While dataverse.no will be down during cloud migration, the DataverseNO deposit, curation, and administration guidelines must be updated w.r.t. the following topics:

• Creation of user account. ORCID authentication replaces user local authentication (for new users; later we might consider transferring also existing users with local authentication = predominantly TROLLing users outside Norway)
• Guidance on file upload
• Guidance on storage selection when creating new institutional collections and sub-collections within institutional collections
