Support new SCKAN drops + neurondm 0.1.10

• sckan-2026-01-30 and sckan-2026-02-11 ship a different JSON layout that breaks our current ingest.
• These releases push new neuron populations through new turtle files; need to load paths for these new files.
• Bump integration to neurondm 0.1.10 and handle any API/format updates.
• Backfill regression coverage so older SCKAN snapshots still load cleanly.
